If you do not find any matches then the next step would be to call the national directory service and inquire from them.

Locating a person by their cell phone number may be quite a very hard task compared to fixed phone number. One thing that you could try though is use the people search service that is being offered by Yahoo. You never know you just might score a hit using that service.
