Landfill CQA, means Landfill Construction Quality Assurance. This is a discipline in its own right and a core of UK and European Civil and Geotechnical Engineers make their careers in this work. The CQA data collected by these Engineers is needed when the landfill environmental regulator (Environment Agency in England) is asked to permit the landfill - to open the site originally, and the for the EA to accept each new landfill base cell developed, or part of the top surface after it is capped and restored.
